Municipal budget documents operate under three constraints simultaneously. They must be technically exact enough to survive audit and finance-committee scrutiny; legible enough that a resident with no accounting background can follow where their tax dollars go; and defensible in a live public hearing where any line can be challenged from the floor. Most municipalities resolve this by producing a two-hundred-page PDF nobody reads alongside a slide deck of exported spreadsheet screenshots. Neither document does the persuasive work the budget process actually demands.
